The Balkans is a post-conflict region with nations working towards EU ascendancy. To achieve this goal, the region requires policy improvements, institutional capacity building, and behavioral changes of citizens that have lost the habit of paying for public services. The focus of this specific intervention was on the Solid Waste Management (SWM) system. A major challenge for the SWM system is that it can only be financially viable when all concerned utilities and the government work from an integrated business plan. To make progress on SWM reforms, the following adaptive issues needed to be addressed:

  • How to help stakeholders identify adaptive issues hidden in technical problems
  • How to build trust and increase collaboration between the municipality, collection utility, transport utility and dumpsite utility to improve the financial viability   of their SWM systems
