Lao People's Democratic Republic's (LPDR) natural resources, including its forests, comprise more than half of its total wealth. The country's key development challenge is to ensure this wealth is sustainably managed-a relatively new concept for Laos that has proven to be a challenge. LPDR is estimated to have one of the top 10 highest proportional deforestation areas in the world. Contributing to the problem is the fact that natural resources management is a recent development in Laos. Consequently, the adaptive challenges to be tackled in Laos included:

  • - How to change stakeholders' behaviors and mindsets to making the protection of the forest commonplace.

- How to increase consistent technical and management capacity in training and operations.
